The Münster local authority's printing infrastructure, which originally consisted of monochrome laser printers and color inkjet printers, was due to be reduced and then replaced by more efficient color page printers for small workgroups. One of the main objectives in doing this was to reduce the cost of printing, especially the costs associated with color printing.

With these requirements in mind, in the spring of 2004, the Münster IT department looked for a suitable A4 color printer. After testing several printers for two months, they finally decided to buy five C5400n printers.
